Overview

China has implemented strict regulations governing international calls into the country. These rules are designed to reduce spam and fraudulent activity but may impact legitimate business communications. Aura is providing this notice to ensure customers understand the limitations, risks, and compliance requirements when placing international calls to China. Calls are delivered on a reasonable-effort basis only, and Aura cannot guarantee that any call will be accepted by the local regulatory agency or carrier.

Toll Fraud and High-Risk Destinations

Toll fraud is a well-known risk in telecommunications. Aura, together with its partners, has implemented monitoring and blocking measures to help reduce exposure. Certain high-risk destinations, including China, are blocked by default. Customers may request unblocking for legitimate business purposes. By requesting unblocking, the Customer accepts full responsibility for any resulting fraud and associated charges. Aura will not be held liable for any fraudulent activity once access to high-risk destinations has been granted. Customers agree to pay all related call charges, including those from unauthorized calls originating from their network or accounts, within 30 days of invoice.

Requirements for International Calls to China

To improve the probability of successful call delivery (without guarantee), the following rules must be observed:

  • Calls must be at least 3 minutes in duration (shorter calls are likely to be blocked).

  • Unsolicited marketing calls are prohibited.

  • Avoid excessive repeat calls from the same number within any rolling hour.

  • Calls must not originate from invalid, modified, or spoofed numbers.

  • International calls cannot originate from a Chinese number.

  • Calls into China must be made from an international, non-China number.

  • All numbers must use E.164 format.

  • Access to international calling into China is provided at the carrier’s discretion and may be revoked at any time without notice.

Notice of Risk

Customers who do not comply with these requirements risk being blocked without notice. Spam monitoring is performed downstream by Chinese carriers, beyond Aura’s direct control. Call completion is therefore on a reasonable-effort basis only.

Customer Acknowledgement

By using Aura Connect services for calls into China, the Customer acknowledges and accepts the above limitations and risks. The Customer agrees that Aura is not liable for toll fraud or call blocking by Chinese carriers. The Customer agrees to pay all charges related to unauthorized or fraudulent use, if such calls originate from the Customer’s network, DID ranges, or account. This acknowledgement is deemed accepted by the Customer’s representative upon use of the Aura service.
